California first enabled PACE in 2007 with the passage of AB811,
which amended the state's existing laws to allow PACE financing for
renewable energy and energy efficiency improvements to homes and businesses.
In 2010, state legislators passed SB77,
which set up the state's Loan Loss Reserve Fund for residential PACE programs.
Residential and commercial PACE has flourished in the state since then,
financing over $2 billion for clean energy improvements throughout the state.

California - Building Climate Zones
The California Energy Commission (CEC) established 16 Climate Zones that represent a geographic area for which an energy budget is established.
1. PACE Program Heat Reflective - Cool Wall Coatings Products and
Cool Roof - Prescriptive Products are only eligible for properties located within
CEC Building Climate Zones 4-10 and 12-15.
2. PACE Program Cool Wall Coatings Products and Cool Roof - Prescriptive Products
are not eligible for properties located within CEC Building Climate Zones 1-3, 11 and 16.
